Not sure I fully agree with how you dismiss the phrase "actionable insight" You can have an insight from data that is not a realistic options or a concept that the user finds interesting but can not take action upon in the given moment. Having that distinction can be valuable if the insight is coming within a certain process, and the given user/team needs to prioritize what insights to respond to. This is a big part of analytics and data science, though it is likely a part of other approaches or steps that arise. Your section on aligning expectations is a good point where prioritizing insights would fit. Just a thought.
